The Bulletin of Atomic Scientists

July/August 1999

Author: Paolo Cotta-Ramusino

Nearly ten years after the fall of the Berlin Wall, the US still believes it necessary to have tactical nuclear weapons in Europe. At the NATO summit in April, the US squashed German and Canadian initiatives that proposed a reduction in nuclear weapons and the adoption of a "no first use" policy, calling the debate over nuclear doctrine "nonproductive and damaging."
Presently, about 180 American-made and controlled variable-yield B61 bombs are located in seven different NATO countries. Construction of new Weapons Storage and Security Systems, vaults that shelter the tactical weapons, have recently been completed at nine air bases. The new Strategic

Concept maintains that although NATO's nuclear forces no longer target any country, NATO will maintain adequate sub-strategic forces based in Europe.
Eliminating U.S. nuclear bombs from NATO territories would alleviate hostility between NATO and Russia. Public opinion in Europe show very little concern for the risks or the political consequences related to having American nuclear weapons on European soil. As a result, the governments of NATO countries face little opposition to the residual nuclear force, and most news operations and opinion makers simply ignore the fact that nuclear bases still exist in Europe.

What the Cox Report Does & Does Not Say About Israeli Technology Transfer to China

Source: The Washington Report on Middle East Affairs, July/August 1999 Author: Shawn L. Twing

On May 25, 1999, the U.S. House of Representatives released a declassified version of its investigation into China's illegal acquisition of U.S. nuclear and military technology. The Cox Report details China's attempts to obtain U.S. military technology and hardware by buying it from third world countries. What the report does not say is that Israel is giving China U.S. arms technology in direct violation of U.S. arms export laws that forbid the retransfer of that technology to other countries without U.S. permission.
Israel has given China a cruise missile that incorporates sensitive U.S. technology, air-to-air missiles-a re-engineered version of the US made AID-9 "Sidewinder," and anti-tactical ballistic missile technology related to the U.S. Patriot missile and laser weapon technology.
The impact of China's illegal acquisition of an airborne early warning system will "significantly erode the military technological edge held by US and Taiwan that is necessary for deterring China."
